During World War II, the U.S. government, fearing Axis sabotage in its crucial New York City ports, allegedly sought the aid of incarcerated mob boss Lucky Luciano to leverage his influence over dockworkers and ensure security. In exchange for his cooperation, Luciano reportedly received a transfer to a more lenient prison and a promise of parole.
This controversial collaboration, unofficially known as Operation Underworld, saw U.S. Naval Intelligence secretly engaging with Mafia leaders. Given the extensive mob control over longshoremen and union officials, Luciano's network was deemed invaluable for identifying potential saboteurs and ensuring the unimpeded flow of wartime supplies. While the direct impact of Luciano's intervention on preventing sabotage remains a subject of historical debate, the cooperation underscored the pervasive influence of organized crime on critical wartime infrastructure and ultimately led to his deportation to Italy in 1946, rather than a full release.
