During World War II, the U.S. government reportedly struck a secret deal with notorious mob boss Lucky Luciano, then in prison, to protect East Coast ports from Axis sabotage and to aid the Allied invasion of Sicily. It was a controversial alliance between law enforcement and organized crime, driven by wartime necessity.
Dubbed "Operation Underworld," the collaboration began with naval intelligence enlisting Luciano's help to gain control over waterfront unions and prevent sabotage on New York's docks. Luciano's extensive network was also leveraged for its intelligence value ahead of the 1943 invasion of Sicily. His contacts provided crucial information and helped to establish a friendly reception for Allied troops on the island, where the local Mafia harbored strong anti-fascist sentiments after Mussolini's suppression. This pragmatic, yet morally ambiguous, pact revealed the extraordinary measures taken in times of war.
